Tutoring, therapy and the IDEA award in Shreveport

The account's largest amount, up to $15,253, goes to students with a disability under IDEA. Its most flexible use, the marketplace, pays for tutoring and therapy whether or not you ever change schools. In a market with limited seats, this is the part worth understanding first.

Where these figures come from. Approval status, grade span, classification and enrollment: the Louisiana Department of Education, 2025-2026 BESE-Approved Nonpublic Schools Academic Classification List & Brumfield v. Dodd Approvals (May 19, 2025). Tuition Donation Credit (STO) participation: the Louisiana Department of Education, Tuition Donation Credit Program 2024-2025 Participating Nonpublic Schools. Addresses, teacher counts and religious affiliation: the U.S. Department of Education, NCES Private School Survey (2023-24 public-use file; 2021-22 where a school did not respond in 2023-24). Louisiana does not collect tuition from nonpublic schools, so tuition has to come from the school.

There is no dedicated special-needs school on the approved list here

That is the honest starting point, and it is different from south Louisiana, where the New Orleans archdiocese runs two BESE-approved schools built specifically for students with developmental and learning differences. In these six parishes, no school on the 2025-26 BESE-approved list is classified by the federal survey as a special education school. What exists instead is a set of mainstream approved schools with varying levels of in-house support, plus a regional supply of private therapists, evaluators and tutors.

For families, that makes the marketplace side of LA GATOR the main event rather than a footnote. The account can pay a licensed provider directly, which means the plan for a child with dyslexia, autism or a speech delay in Shreveport is often a mainstream seat plus funded outside services, not a specialized campus.

How the IDEA amount works

A student with a disability under IDEA receives more than the standard award. The amount is tiered by the level of support the student needs and is raised again for households at or below 250% of the federal poverty level, up to $15,253 a year. Two things follow from that. First, it is the only amount that can exceed the published tuition at most schools in this market, which leaves room to fund therapy alongside tuition. Second, IDEA students sit in the second priority group for funding, immediately behind returning participants, which in a waitlist year is frequently the difference between an award and a place in line.

You will need documentation. An existing IEP from a Louisiana public school is the cleanest route; families whose child has never been in public school generally need a private evaluation, which is itself an approved marketplace expense once an account exists, though that is a chicken-and-egg problem in the first year.

What the account pays for outside tuition

  • Therapy. Speech, occupational, physical and behavioral therapy, audiology and counseling from licensed providers.
  • Tutoring and intervention. Structured literacy and dyslexia intervention, math tutoring, and ACT or SAT preparation.
  • Evaluation and testing. Educational and psychological evaluations, plus exam fees, with AP capped at $100.
  • Curriculum and courses. Full curricula, individual online courses, and dual enrollment at LSU Shreveport, Bossier Parish Community College or Northwestern State.
  • Technology. A laptop or tablet and learning software, within the program's published caps.

Every one of those has to be bought through the Odyssey marketplace from a provider that has registered with the state. There is no reimbursement for something you paid for yourself, which is the single most common and most expensive mistake families make in the first year. If a Shreveport therapist or tutor you want is not registered, ask them to register, and ask us if you want help explaining the process to them.

One program you have to choose between

Louisiana's older School Choice Program for Certain Students with Exceptionalities cannot be held at the same time as LA GATOR. If your child has it, compare the two amounts and check which one the school prefers to bill before you switch, because switching back is not guaranteed.

What to ask a mainstream school

  1. What support do you actually provide in-house, and who delivers it: a certified specialist, a classroom aide, or the teacher?
  2. Will you accommodate an outside therapist coming during the school day, or does therapy have to happen after hours?
  3. How do you assess and report progress for a student who does not sit the state test?
  4. Have you enrolled a student on the IDEA award before, and did the billing through Odyssey work?

What to ask a provider

  1. Are you registered in the Odyssey marketplace, and under which service categories?
  2. What is your rate per session, and how many sessions would you expect across a school year?
  3. Do you bill the account directly, or will I be asked to pay and seek reimbursement, which the program does not allow?

Working out a plan around an IEP or an evaluation?

An advisor can talk through the IDEA tiers, which local providers are registered, and how to pair therapy with a school seat.
